Rejuvenating the country through science and education through science and technology policies and laws and regulations

Implement the strategy of rejuvenating the country through science and education, fully implement the idea that science and technology are the primary productive forces, place science and technology and education in important positions in economic and social development, and enhance the country’s scientific and technological strength and its ability to transform into real productive forces. Improving the scientific and cultural quality of the entire nation and shifting economic construction to a track that relies on scientific and technological progress and improving the quality of workers has been China's science and technology policy since the mid-1990s. Currently, China places greater emphasis on strengthening technological innovation, developing high technology and achieving industrialization.

“Governing the country according to law” has been the Chinese government’s philosophy of governing the country since the reform and opening up. China has promulgated a series of laws and regulations and continuously improved the construction of the science and technology policy and regulation system. This is an important guarantee for the country to implement the strategy of rejuvenating the country through science and technology.

The National People’s Congress and its Standing Committee have formulated more than a dozen laws related to science and technology, including the Science and Technology Progress Law, the Agricultural Technology Promotion Law, the Law on Promoting the Transformation of Scientific and Technological Achievements, the Law on the Popularization of Science and Technology, the Measurement Law, the Standardization Law, and the Patent Law. The State Council and its relevant departments have formulated a series of policies and regulations related to science and technology such as the Regulations on the Protection of Computer Software, the Regulations on the Protection of New Plant Varieties, and the Regulations on Science and Technology Awards. Various localities have also introduced corresponding regulations and implementation rules. These science and technology laws and regulations play an important role in ensuring the implementation of China's science and technology policies.
