Why should we strengthen market supervision functions?
At present, the regulation and supervision of market order by governments at all levels in our country is still very weak. The laws and regulations regulating market order are not yet complete. Local protectionism and administrative monopoly are serious, coupled with lax law enforcement and lax management. , Discipline is lax, laws are not followed, and violations are not punished, resulting in relatively chaotic market order. Prominent manifestations include the proliferation of counterfeit and shoddy goods, tax evasion, tax fraud, smuggling, etc., as well as serious problems such as fraud and low-quality projects in the construction field.
To this end, it is necessary to establish a modern market supervision system, strengthen market supervision, and establish a new market order with fair competition, standardization and orderliness. First of all, we must speed up the construction of laws and regulations related to market regulations, such as promulgating anti-monopoly laws as soon as possible, taking legal measures to break administrative monopolies, and preventing companies from colluding with each other to form price alliances and harming consumer interests; secondly, we must strengthen supervision of the market, Strict law enforcement, strict governance, and the use of economic, legal and necessary administrative means to crack down on various violations of laws and disciplines that disrupt market order; thirdly, in the oil, natural gas, electric power and other industries, it is closely related to the government's maintenance of fair market order. While implementing the reform of separating government from enterprises, an independent regulatory committee must be established to separate government decision-making functions from regulatory functions to strengthen supervision of power.

Article 1 is to ensure that citizens, legal persons and other organizations obtain government information in accordance with the law and improve the efficiency of government work. Government information obtained by administrative agencies from citizens, legal persons and other organizations shall be disclosed by the administrative agency that preserves the government information; government information obtained by other administrative agencies by administrative agencies shall be disclosed by the administrative agency that produced or originally obtained the government information. If laws and regulations have other provisions on the authority of government information disclosure, such provisions shall prevail. If dispatched offices or internal agencies established by administrative agencies perform administrative functions in their own names in accordance with laws and regulations, the dispatched agencies or internal agencies may be responsible for government information disclosure related to the administrative functions they perform. Government information produced jointly by two or more administrative agencies shall be disclosed by the administrative agency that takes the lead in producing it.
