1. Expand the scope of encouraging and supporting initial independent entrepreneurship. 2. Vigorously develop informal employment labor organizations (hereinafter referred to as labor organizations). 3. Encourage and support initial independent enterprises. 4. Increase investment in entrepreneurship. The 25 low-profit projects stipulated by the provincial government and the 5 new low-profit projects in our city, including property maintenance, retail distribution, cultural and sports services, leasing services, and agency services, will be funded by the municipal and district finances at a ratio of 1:1 during the loan period. A full interest discount will be given proportionately, and there will be no interest discount for the extension period.
For labor-intensive small businesses that meet the loan conditions and enterprises that intensively employ disabled people or self-employed military veterans, the loan amount will be reasonably determined based on the actual number of employees, generally 1 million yuan. The maximum amount shall not exceed 1.5 million yuan, and guarantee services will be provided by a small guarantee fund.
7. Support entrepreneurs in pawn financing. Entrepreneurs can hold valid certificates and, in accordance with the pawn business rules, mortgage their valid assets as collateral to a pawn shop to obtain entrepreneurial operating funds. Pawn shops should waive comprehensive pawn fees for entrepreneurs, and the finance department will provide a one-time subsidy for the waived comprehensive pawn fees at a monthly comprehensive rate of 27‰. The maximum pawn limit for comprehensive fee subsidies shall not exceed 300,000 yuan. The interest on the deposit will be borne by the individual.
8. Implement entrepreneurial subsidies. 10. Implement a system of gradually withdrawing subsistence allowances after successful entrepreneurship. 12. Provide preferential treatment to initial self-employed entrepreneurs in terms of administrative fees, institutional fees, operating fees and special industry fees. The private enterprise association or self-employed workers' association membership fees, enterprise registered capital verification fees, environmental impact assessment and monitoring service fees that should be paid by initial self-employed persons should be charged at the minimum standard. Entrepreneurs engaged in business activities can voluntarily choose high, medium or low-grade anti-counterfeiting seals according to actual needs.
