Can trees be planted on farmland?
Trees cannot be planted on farmland. According to the law, trees cannot be planted on cultivated land. Only basic farmland activities can be carried out on cultivated land. Whether other activities are illegal depends on their nature. Relevant regulations clearly prohibit the occupation of cultivated land and farmland to plant trees and grass. This is an act of non-agriculturalization of cultivated land. Those who illegally occupy cultivated land and permanent basic farmland for afforestation will be punished by no longer being able to enjoy financial subsidies.
Non-agricultural construction must use land economically. Those who can use wasteland must not occupy cultivated land, and those who can use poor land must not occupy good land. It is strictly prohibited to occupy cultivated land to build kilns or tombs, or to build houses, dig sand, quarry, mine, or borrow soil on cultivated land without authorization. In plain areas, ecological construction goals such as greening and afforestation should be reasonably formulated based on resource endowments. The conversion of farmland to forest and grassland must be strictly controlled within the scale and scope approved by the state, and all the land parcels involved must be managed in the warehouse as shown above. Those who are illegally occupying cultivated land for greening and afforestation must stop immediately.

The state protects cultivated land and strictly controls the conversion of cultivated land into non-cultivated land.
The state implements a compensation system for occupied cultivated land. If non-agricultural construction uses approved cultivated land, the unit occupying the cultivated land shall be responsible for reclaiming cultivated land equivalent to the quantity and quality of the occupied cultivated land in accordance with the principle of "as much as it is occupied"; if there is no condition for reclamation or the reclaimed cultivated land does not meet the requirements , cultivated land reclamation fees should be paid in accordance with the regulations of provinces, autonomous regions, and municipalities directly under the Central Government, and special funds should be used to reclaim new cultivated land.
The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall formulate plans for reclamation of cultivated land, supervise units occupying cultivated land to reclaim cultivated land according to the plan, or organize the reclamation of cultivated land according to the plan, and conduct acceptance inspections.
